Italy's Parliament Approves Crackdown on Teenage Migrants

ROME (Reuters) - Italian lawmakers on Thursday approved a government decree that allows migrants aged 16 or 17 to be held in adult reception centres and gives police stronger powers to check that migrants are not falsely claiming to be under age. Under Italian and European legislation, unaccompanied young migrants are entitled to more favourable treatment. For example, they cannot be expelled and should have access to more extensive welfare and support services. It allows minors aged 16 or 17 to be held in adult migrant reception camps when places for underage migrants are not available, and says they can be held there for up to 150 days. Earlier this month, Meloni announced Italy would build migrant identification and reception centres in Albania, saying she hoped they could host as many as 36,000 sea migrants per year.

Acer (2353.TW), Xiaomi (1810.HK), IBM (IBM.N) and ASUS (2357.TW) have also been issued import authorisations, the two sources said, under India's new "import management system" effective from Wednesday. India announced the new system for laptops, tablets and personal computers last month after it rolled back an earlier plan to impose a licensing regime, following criticism from the industry and Washington. The sources declined to be named as details of the authorisations have not yet been made public.

The Test Flying Academy of South Africa was placed on a U.S. trade blacklist on national security grounds in June for "providing training to Chinese military pilots using Western and NATO sources". A court was told Hartley, a former British military pilot, was suspected of organising the training of Chinese military pilots delivered by the flight school.

The Australian Securities and Investments Commission (ASIC) said it has started proceedings against PayPal Australia Pty Ltd in a case that highlights a contract term that gives PayPal business account holders 60 days to notify discrepancies in fees charged. The regulator views the term as unfair as it authorises PayPal to retain fees it has inaccurately charged. "We allege this term is unfair because it allows PayPal to escape the consequences of its own errors in overcharging small businesses, and places additional burdens on small businesses to detect and correct charging errors," ASIC Deputy Chair Sarah Court said. As at June 30, there were about 608,275 business account contracts between PayPal and active users in the country.

The cabinet on Monday approved two decrees providing for the Treasury to take a 15-20% stake in NetCo, a venture comprising both TIM's domestic fixed-access network and submarine cable unit Sparkle. It was valued at up to 1.2 billion euros in KKR's preliminary bid for NetCo, sources have said. The Treasury stake in Telecom Italia's grid would have the same property rights assigned to other shares, one of the decrees indicated.

JERUSALEM, Feb 12 (Reuters) - Israel granted retroactive authorisation on Sunday to nine Jewish settler outposts in the occupied West Bank and announced mass-construction of new homes within established settlements, moves likely to draw U.S. opposition. Since capturing the West Bank in a 1967 war, it has established 132 settlements, according to the Peace Now watchdog group. Palestinian President Mahmoud Abbas's administration, whose U.S.-sponsored statehood talks with Israel broke down in 2014, said Sunday's announcement should be "condemned and rejected". While welcoming the Netanyahu government's announcement, West Bank settler leader Yossi Dagan urged "a total removal of curbs on construction, to enable construction in full swing". The other Palestinian territory, Gaza, is under Hamas Islamists who reject peacemaking with Israel.
The general licence issue should allow non-sanctioned Russian investors to transfer assets from the NSD, Russia's domestic paying agent that was sanctioned by the European Union in June, to other locations. Analysts from Otkritie Investments wrote that Luxembourg appeared to have taken numerous appeals from Russian depositories and investors into account. "This is a clear and positive signal that gives grounds to expect a decision on the issue of unblocking securities of Russian private investors," Otkritie analysts said. The EU sanctions on the NSD, as well as other Western measures aimed at restricting Russia's access to global financial infrastructure, have blocked many Russian investors' access to securities held in jurisdictions outside Russia. LAGOS, Oct 25 (Reuters) - The U.S. State Department on Tuesday authorised the departure of non-emergency U.S. government employees and their families from Nigeria due to a heightened risk of terrorist attacks in the country. "The U.S. Embassy Abuja continues to have limited ability to provide emergency assistance to U.S. citizens in Nigeria," the State Department said. Nigeria's Department of State Services said the United States had previously issued similar warnings and urged citizens to remain alert. Insecurity, which is rife across most Nigerian states, is a major issue among voters who will choose a new president next February. BEIRUT, Aug 3 (Reuters) - Lebanon’s Tripoli port authorised the departure of a Syrian ship carrying grain suspected to have been stolen from Ukraine and which had docked in the port city a week ago, Lebanon’s transport minister said in a tweet. Ali Hamie said the Laodicea, a ship blacklisted by the United States in 2015 for its role in the Syrian conflict, would be allowed to travel onto Syria. The Lebanese judge who had issued the seizure order for the ship confirmed to Reuters that it would be allowed to leave.
